Meet the experienced professionals working behind the scenes to help you succeed.

We are committed to fostering a thriving small business community in Prince William County. Our small business team – George Harben, CEcD, and Ann Marie Maloney – has decades of experience in business development and have a keen understanding of what business owners are looking for as they are starting out or expanding.

We work closely with the County’s small business service providers to ensure you receive the quality assistance you need, creating a business plan, or learning about taxes. George and Ann Marie will also continue to develop resources such as the “Tools You Need to Start and Grow Your Small Business” and provide information and referrals on doing business in Prince William County.
 

In June 2011, George joined the Department of Economic Development.  He works with local businesses on retention and expansion issues.  Among his significant accomplishments was the initiation of an active business retention, expansion on site call program and creation of an extensive small business and entrepreneurial resource guide.

In 2018, George was promoted to Director of Existing Business and Entrepreneurship. In his new job he initiated a program focused on small businesses assistance and entrepreneurial growth. 
 

 

Ann Marie joined the Department of Economic Development, as the Small Business Development Manager in November 2018.  She brings extensive experience and knowledge that will enable her to foster a robust small business community in Prince William County. 

Prior to this, Ann Marie contributed her writing, analytical and project management skills to the Maryland General Assembly, where she evaluated the impact of legislation on small business and advised lawmakers on policy in areas such as business regulation and worker’s compensation. 

Ann Marie has authored communications on numerous issues, including economic development, tax, and technology and serves as a member of the Higher Education Advisory Committee under the International Council on Economic Development.  Ann Marie’s small business expertise also stems from her role at the International Association of Certified Public Accountants, where she identified the needs of small business owners to create popular resources and her experience as the owner of a consulting practice.

Ann Marie holds a B.A. from James Madison University and a Master of Public Policy from Georgetown University, in addition to a graduate certificate in economic development from Virginia Tech.  In her spare time, she likes to volunteer, travel, attend cultural events, and ski.
